OK - well, the B139 has strong resonances above a few hundred Hz and the T15 struggled to have much output below it's fundamental resonance of ~1kHz, so, all of those systems had huge peaks and holes ...

The model name Celeste was used for a number of different designs over the years. Many early ones consisted of a B139 plus a T15 in a range of different cabinets. Are yours one of these?

After replacing the fluid, applying new fluid by eye balling. Noticed different output from the tweeters. Re-moved the ferro fluid once again, and re-applied using a syring so each got close to 0.1ml. ...

But all the old caps (the caps which was taken out) measures fine,

"measures" over the whole audio frequency band or at one spot frequency (1kHz?) with an LCR meter? Maybe the loss factor ...
